I have been appointed Commissioner of the Chinese
Telegraph Office, Hong Kong, under notification No. 220,
the Ministry of Communications under the Nationalist
of
Government. I came to Hong Kong and saw the Honourable
Secretary for Chinese Affairs, on the 16th. September, and
informed him of the day on which I would take over charge.
The Honourable Secretary for Chinese Affairs told me to
wait for his reply. Having waited for many days without
receiving any reply, I again went to see the Honourable
Secretary for Chinese Affaiss on the 24th., but was again
told that negotiations were still going on and that no
decision had yet been reached.
I have received repeated despatches from my
Government urging me to take over charge of the Telegraph
office. As the Office is situated within your jurisdiction,
I therefore informed you first before taking up the post
so as to comply with the procedure necessary in view of the
friendship between our two nations. If your Government
takes it that the Telegraph Office is a Chinese organisation
and has nothing to do with your country, I will take over
charge forthwith, If you consider that I should not take
over charge for the time being I beg that you will let me
know the reason clearly so that I can make a report to my
Government søoordingly,
I cam under directions to take over charge of the
Telegraph Office only, and I have not been given any power
to take up any negotiations which may be going on and are
